Dr. Shumin Liu

Founder, Chairman, CEO

"Carl" Liu is an internationally recognized expert in petroleum engineering. He has been a leader in business and educational collaboration between the US and China. Dr. Liu founded EnTX and affiliated companies to develop technologies and resources to exploit hydro-carbon opportunities in the upstream and downstream sectors of the energy industry. He subsequently founded several joint-ventures between leading US and Chinese independent E&P, oil-field service and energy companies.

Dr. Liu founded EnTX in 2002, and subsequently founded Golden Bear Drilling, itself a joint venture with a Rockies-based independent exploration and production company. Golden Bear completed the design, fabrication and deployment of state-of-the-art land drilling rigs that were fabricated in China. The rigs incorporated U.S. and Chinese innovations specifically designed for high-pressure, high-temperature "unconventional" horizontal drilling environments. Dr. Liu managed the construction and delivery to Texas of these rigs, and then supervised the drilling and completion of over 100 horizontal wells in the Eagle Ford, Barnett and Cotton Valley formations, setting 50 field records for time-to-completion.

Prior to founding EnTX, Carl was the Deputy Director of the Enhanced Oil Recovery Institute at the University of Wyoming, where he served over a decade. His responsibilities included supervising the education of students from the China National Petroleum Company (CNPC), as well as advising the government of the Peoples Republic of China in respect to energy policy.

He is the former Chairman of Energy GeoSciences, collaborating with China National Petroleum Company (CNPC) in the development of oil and gas projects that could benefit from the technical and capital assistance of CNPC.

Dr. Liu has served as an advisor and consultant to the US DOE and China Government as Deputy Director for the US Department of Energy US-China Energy Program (in collaboration with CNPC, Sinopec, US DOE Rocky Mountain Oilfield Testing Center, Bartlesville NIPPER, as well as other U.S. National Labs).

From 1995 to 1998 Dr. Liu served as a special adviser to the Wyoming Governor for improved oil recovery as well as to the Wyoming-China Natural Resources Development initiative (for the development of technologies required to exploit oil and gas, coal, and coalbed methane).
